In Gleanings CXXII, Baha'u'llah wrote:

The Great Being saith:

Regard man as a mine rich in gems of inestimable value.

Education can, alone, cause it to reveal its treasures,

and enable mankind to benefit therefrom.

Whereas industrialized nations are eager to mine the world for gems like diamonds, rubies, sapphires and other lucrative minerals for our advantage, we have failed to mine the most precious treasure of all: the children. It could be that the principle of universal compulsory education is one of the answers to two principles in the Baha'i Revelation that have yet to be addressed: the elimination of extremes of wealth and poverty, and a spiritual solution to the economic problems. The pivotal principle of the oneness of humanity comes to mind.

After watching Wide Angle on PBS tonight, it appears that the huge discrepancies between the rich and poor in the world are related to the huge discrepancies in and unequal opportunities for education around the world.

The Issue

What would life be like without an education? Over a hundred million children learn the answer each year; of these, two thirds are girls. One in four children in developing countries does not complete five years of basic education and there are nearly one billion illiterate adults – one sixth of the world's people. Now 191 nations have set a goal of free and compulsory education for every child on earth by 2015. To test the reality of this commitment, Back to School travels to schoolrooms worldwide, offering a fascinating glimpse into the lives of very diverse children, all taking their hopeful first steps into an uncertain future.

The Film

Back to School is the second installment of Time for School, the multi-year project launched in 2003 when Wide Angle profiled seven children in seven countries – Afghanistan, Benin, Brazil, India, Japan, Kenya, and Romania – starting their first year of school, often despite great odds. Returning in 2006, we find that some are already hanging onto their enrollment by a thread. Thirteen-year-old Neeraj attends a special night school so she can work during the day, but extended trips to graze the livestock have arrested her progress. In Benin, Nanavi is the first girl from her family to enroll in school, but her father's death has made it difficult to afford the chalk and supplies. With over 100 million children around the globe out of school, Back to School puts a human face on an issue with profound consequences for global development.

Permis à points : une version modifiée en vigueur en 2008

Les efforts pour promouvoir la sécurité sur nos routes s’intensifient. Le gouvernement a mis au point une nouvelle version du permis à points, revu et corrigé. Une nouvelle formule qui devrait entrer en vigueur vers le début de 2008, quand la trafic branch de la police sera informatisée.

Les procédures sont actuellement en cours aux casernes Centrales pour l’introduction de ce nouveau permis. C’est ce que le Premier ministre par intérim et ministre des Infrastructures publiques, Rashid Beebeejaun, a indiqué, hier, à l’express.

Selon l’ébauche soumise au parquet, le permis à points comportera 16 points au lieu des 12 prévus il y a deux ans. Un conducteur perdra des points pour des infractions au code la route. Les 16 points sont valables sur une période de trois ans. Si le conducteur perd tous ses points durant cette période, il sera contraint à repasser le permis dans un délai de six mois ou plus. Mais si au bout de ces trois années il détient un nombre de points autorisé, le compteur sera remis à zéro.


Portable au volant

Autre nouveauté : ce n’est pas la police qui décidera du nombre de points à enlever sur le permis du contrevenant. Son rôle se limitera à lui donner une contravention. Le conducteur devra se présenter en cour dans un délai défini, probablement entre trois et huit mois. C’est alors, le magistrat qui décidera du nombre de points à enlever, en se basant sur les règlements officiels régissant le permis à points. Entre-temps, le conducteur pourra continuer à prendre le volant sauf dans certains cas précis comme les homicides involontaires.

Par ailleurs, si le contrevenant accepte des sanctions fixes (fixed penalties) de la police, il bénéficiera d’une sanction allégée. Par exemple, dans des cas d’utilisation de portable au volant ou de voitures mal garées, le conducteur aura la possibilité d’accepter ses torts et de ne pas aller en cour, ce qui lui vaudra de perdre quatre points au lieu de huit.

Quant aux nouveaux détenteurs de permis, ils auront droit à 10 points pendant deux ans au lieu de 16 points. Points qu’ils perdront si des infractions sont commises. Idem pour les détenteurs du Learner qui apprennent à conduire.

Le nombre de points correspondant aux infractions sont comme suit : 8 à 15 points pour la conduite en état d’ivresse dépendant du taux d’alcoolémie présent dans le sang, 8 à 15 points également pour homicide involontaire et 6 à 10 points pour un feu rouge brûlé ou si un conducteur double sur une ligne blanche.


Approche souple

L’excès de vitesse donnera, quant à lui, lieu à des sanctions variables. Si le conducteur dépasse la limite de vitesse autorisée de 25%, il perdra entre 2 à 10 points. Mais si le dépassement atteint les 50%, il pourra perdre plus de 10 points..

D’autre part, certaines infractions ne seront, pour le moment, pas pénalisées par des points enlevés. C’est le cas de l’oubli du clignotant et de la ceinture de sécurité, entre autres.

Le gouvernement veut avoir une approche souple au début de l’introduction de ce permis à points. Dans un deuxième temps les lois seront plus rigides, devait indiquer Rashid Beebeejaun.

Ce système qui sera introduit à Maurice est hybride. Il est en effet basé sur les modèles britannique et français, avec des ajustements au contexte mauricien.

Air Mauritius/Virgin Blue : c’est fait !
Air Mauritius a officialisé son accord avec la compagnie aérienne australienne Virgin Blue, annonce un communiqué émis le 3 juillet. Cet accord permetta à la compagnie nationale d’aviation de mise sur un réseau interne beaucoup plus vaste sur l’Australie et ainsi contribuer à dynamiser ce marché très porteur.

Le nouvel accord permet ainsi aux Australiens de prendre une connexion sur Air Mauritius, en voyageant sur Virgin Blue des villes suivantes : Adelaïde, Brisbane, Broome, Cairns, Canberra, Coffs Harbour, Christchurch, Darwin, Gold Coast, Harvey Bay, Hobart, Lauceston, Mackay, Maroochydore, Melbourne, Newcastle, Prosperine, Rockhampton, Sydney et Tonsville et Perth. Afin de faciliter les choses pour les clients, les agents de voyage n’émettront, au départ d’un de ces vols, qu’un billet unique pour les deux compagnies, ce qui permet notamment d’assurer l’enregistrement direct des bagages jusqu’à la destination finale.

Air Mauritius opère actuellement des vols bi-hebdomadaires entre Maurice et Perth et un vol hebdomadaire en direction de Sydney et de Melbourne. Dans sa stratégie de proposer à la clientèle australienne des vols vers l’Afrique du Sud, l’Afrique de l’Est et l’Europe, Air Mauritius compte davantage s’appuyer, lors des prochains mois, sur Perth qui sera, en quelque sorte, son ´hub´ en Australie.





"Nous sommes bien entendu enchantés de travailler avec Air Mauritius et de mettre l’extraordinaire destination île Maurice à la portée des Australiens. Avec un accord interligne comme celui-là, les Australiens pourront plus facilement partir de leur ville de départ jusqu’à l’île Maurice", a souligné le Chief Executive Officer (CEO) de Virgin Blue, Brett Godfrey.

Une opportunité intéressante
Le CEO d’Air Mauritius, Manoj Ujoodha, devait dire, pour sa part : "Cet accord est une opportunité intéressante car ses retombées seront énormes pour les passagers. Non seulement une majorité d’Australiens pourront plus facilement venir jusqu’à l’île Maurice, mais nous pourrons transporter plus de passagers de l’Afrique du Sud, l’Afrique de l’Est et de l’Europe, vers l’Australie". Lancée le 3 août 2000, Virgin Blue est une compagnie aérienne australienne ´low-cost´ qui est devenue la seconde compagnie aérienne la plus importante de ce pays. Parmi ses partenaires en partage code et en accord interlignes, on retrouve Virgin Atlantic, Hawaiian Airways et Malaysian Airline, entre autres. Basée à Brisbane, la compagnie possède 53 Boeing 737.

Airmate fête son premier anniversaire
Airmate, une compagnie subsidiaire d’Air Mauritius, vient de souffler sa première bougie. Basé à la CyberCité, Airmate emploie 80 personnes, opère un ´call-centre´ et gère l’´outsourcing´ pour Air Mauritius. Les réservations d’Air Mauritius sont traitées par Airmate qui agit également comme un service bureau.




Air Mauritius signe un accord avec ses pilotes mauriciens
Il n’y a plus de contentieux entre Air Mauritius et ses pilotes mauriciens. La compagnie nationale et la Mauritius Airlin Pilots Association (MALPA) ont, en effet, signé le 2 juillet dernier, un Memorandum of Understanding (MoU) pour les cinq prochaines années.

"Cet accord vient mettre un terme à un contentieux qui existait depuis 2004 et je suis extrêmement heureux que nous soyons arrivés à un accord qui satisfait à la fois les pilotes mauriciens et permet de continuer à augmenter la productivité", a souligné Dinesh Burrenchobay, Executive Vice President – Human Resources & Organisational Development.

Parmil Banymandhub, Executice Vice President – Flight Operations, s’est également félicité de cet accord en ces termes : "Cet accord permettra à notre département de se focaliser davantage sur l’efficience au niveau des opérations. C’est un accord qui nous permettra également de maintenir le niveau extrêmement élevé de nos standards de sécurité". Le président de la MALPA, Samad Essoof, a déclaré, pour sa part : "La MALPA est heureuse que l’on ait pu arriver à cet accord. Nous sommes confiants qu’un tel accord contribuera à une plus grande stabilité dans notre département et rendra les opérations encore plus fluides et efficaces en ces temps de compétition féroce. De concert avec le Management, nous sommes déterminés à amener Air Mauritius vers d’autres sommets".

Gore unveils Live Earth '7 Point Pledge'
Goal is to 'put pressure on political leaders' around the world

NEW YORK - Al Gore on Thursday called on people around the world to sign a "7 Point Pledge" promising personal action in curbing global warming.
The former vice president unveiled the pledge at a press conference to promote Live Earth, the July 7 event of concerts stretching across the globe. Gore was joined by Live Earth founder Kevin Wall and Cathy Zoi, the CEO of the Alliance for Climate Protection.
Audiences at the eight Live Earth concerts and its many other events will be asked to sign the pledge, also available at LiveEarth.org. It asks individuals to:
· Demand that my country join an international treaty within the next two years that cuts global warming pollution by 90 percent in developed countries and by more than half worldwide in time for the next generation to inherit a healthy earth.
· Take personal action to help solve the climate crises by reducing my own C02 pollution as much as I can and offsetting the rest to become “carbon neutral”.
· Fight for a moratorium on the construction of any new generating facility that burns coal without the capacity to safely trap and store the C02.
· Work for a dramatic increase in the energy efficiency of my home, workplace, school, place of worship, and means of transportation.
· Fight for laws and policies that expand the use of renewable energy sources and reduce dependence on oil and coal.
· Plant new trees and to join with others in preserving and protecting forests.
· Buy from businesses and support leaders who share my commitment to solving the climate crises and building a sustainable, just and prosperous world for the 21st century.
"Quite a few of the seven points are directly designed to put pressure on governments and on businesses, but do so by asking people around the world to help to focus that pressure," said Gore.
Gore, Wall and Zoi signed the pledge and were soon thereafter followed by Democratic Rep. Nancy Pelosi, leader of the U.S. House of Representatives, and Senate Majority Leader Harry Reid, a Nevada Democrat, who jointly announced their signing in a press release.
"It's a significant start to what we hope will be a worldwide rollout," Gore told The Associated Press after learning of their signing.
"The general theory behind Live Earth is we need to get this information about the crisis and solutions to it to every person on the planet, as many of them as we can reach," said Gore. "And then they will, armed with knowledge, put pressure on all political leaders."
Gore will attend the Live Earth concert at Giants Stadium in East Rutherford, New Jersey, where the Police, the Smashing Pumpkins, Alicia Keys and others will perform. Concerts are also planned in England, South Africa, Brazil, China, Japan, Australia and Germany.
"It's not just a big pop concert," said Wall on Thursday. Wall, an Emmy-winning concert producer, said that Madonna, Will.i.am of the Black Eyed Peas and others have written songs specifically about the climate crises for Live Earth.
Gore, whose slide show on global warming was the subject of the Academy Award-winning documentary "An Inconvenient Truth," is a partner in Live Earth. Besides the concerts, over 6,000 parties in 119 countries — ranging from home viewings to museum festivals — are to be held. Gore urged more to organize a Live Earth party through AlGore.com.
The concerts will be streamed online at liveearth.msn.com and broadcast in the U.S. on NBC, Telemundo, the Sundance Channel, Bravo, MSNBC and Universal HD.
